Ukraine Mobile Number Format and Carrier Prefix Ranges

Ukrainian mobile numbers are 9 digits after the +380 country code. In local format they start with 0 followed by a two-digit carrier prefix — for example, 067 XXX XX XX. In international format the leading 0 is dropped: +380 67 XXX XX XX. Three carriers serve nearly the entire mobile market, and all three have kept their networks running across government-controlled territory since 2022.

  • Kyivstar— prefixes 067, 068, 096, 097, 098. Ukraine's largest mobile operator by subscribers, owned by VEON. Kyivstar has the widest coverage and its number ranges are accepted everywhere a Ukrainian number is requested. A cyberattack in December 2023 took the network down for roughly two days; service has been stable since.

Ukraine has had mobile number portability since 2019, so a prefix no longer guarantees which carrier serves a number. This does not affect verification — platforms check that the number is a valid +380 mobile range, not which operator currently serves it.
